16.  C is the correct answer.  This patient needs a work up for bladder cancer.  Painless hematuria in this age group is cancer until proven otherwise.  An INR really should not be considered unless the patient is on Coumadin or has a history or liver disease.  An intravenous pyelogram would not be helpful or provide any useful clinical information.
